Losing estimated tax payments

The Arkansas Department of Finance and Administration lost or failed to properly credit three of my state income tax payments for year 2011. These payments were made several months apart. One of the payments was a check which accompanied my 2011 tax form. They cashed all three checks, which were clearly marked with my SSN and the purpose, and I was told two of the checks, estimated tax payments, "were disallowed" even though the state form accompanied them. An immediate demand for an administrative hearing resulted in only another penalty and interest letter and written demand for payment. Since 2011 was my first presence in Arkansas I suspect there is an endemic problem regarding estimated payments for new residents but I cannot comprehend how they could lose my tax payment check, which accompanied the return, too. If you are moving to Arkansas from another state and have to make estimated payments beware-the DFA is an arrogant and incompetent department when you are right and they are wrong.
