Dishonor business, poor customer service, unprofessional and intention to scam

I don't get the algorithm you use to rate this business on BBB. This business has 35 total review, 15 positive, 17 negative and 3 neutral. How does it get 4.3 rating? It just incorrect. Here is my story about this business. Our business purchased 50 chairs from this business. They charged us for the total amount of 50 chairs, delivered 43 chairs without notifying us prior shipping that they didn't have enough. Called them, they refused to ship the remaining with their excuse that it's no longer made and they won't ship 7 items because their shipping policy requires 8 as minimum. They still haven't credit us money after 2 months. We bought their chairs in May and didn't received them until almost two months after placed the order, promised 3-4 weeks. They also displayed intention not to give us credit easily after 2 promised from them. Should this be a scam, I let you decide. I asked and reported this to BBB.
