DeezTeez.com can’t fulfill order or figure out what went wrong

I ordered a t-shirt from Deez ***, and waited. No order confirmation email was sent, but there's a very primitive order look-up system on their site you can use to verify that your order was placed. Also, within a day or two the charge appeared on my credit card, further confirming the order went through. I waited about a week without receiving the shirt, nor even an email notifying me that it was shipped. So I used their primitive order look-up system to send "customer service" a note (in quotes, because calling it that is very generous). I simply asked for some idea when I could expect the shirt, since it was somewhat time-sensitive. I got a reply the next day, confirming that the shirt had been sent and that I should have received it by then. The rep then asked if I wanted the shirt re-shipped or a refund. I said I still wanted the shirt if I could get it relatively soon. I also asked them to verify the shipping address used. No reply. Waited a day. Tried again. No reply. Waited. Tried again. Nothing. Some time later, out of frustration I sent a message via a different form on their web site. This time, the apparent owner of the company replied. Said he would look into it. While the first person said it had shipped already, this guy said it hadn't shipped for some reason (he didn't know why) but was certain it would ship by the following Monday. He also gave me a USPS tracking number. So I waited again, and checked the tracking information early the next week, which would eventually state that the shirt was delivered...to some address halfway across the country. I pointed this out the owner, suggesting that no shirt was ever shipped to me, and he countered that a shirt was definitely sent to me...he just must have given me the wrong tracking number. He confidently predicted I would *still* receive a shirt by the following Monday "at the latest." Well - it's now a couple of days after that. No shirt. I've know asked them to give it up, and just refund my money. The level of incompetence, the misinformation, the total lack of any capability to understand their own processes and give updates that are in any way tethered to reality was stunning. There are lots of places to order t-shirts online. Find another one, and use that. Save yourself the frustration of dealing with DeezTeez.com.
