Claim service and amount is not what was determined at time of trip cancellation

AON phone service today say that due to a service interruption they are closed. I worked for the phone company and a service interruption means they did not pay their bill. I cancelled my travel partners cruise as she was hospitalized. Travel agent said we could claim a little over $700. AON and Carnival Cruise lines say all we get is a refund on the penalty. What penalty?
