Charged with flat late fee on late fee

I made a purchase of 75 $ and was late by 4 days for paying off it. I asked the agent if I owe late fee and she said no. But again I received a statement next month asking me to pay late fee. They charged me a late fee of around 28$ a flat charge. I called customer care again late and asked the agent about this. At the end, I paid the late fee and she said that she would waive the next late fee. But now, I received the statement asking me to pay another 29$ which is a late fee charge on late fee. My complaints are: 1. Loft charges flat rate as late fee while it needs to charge a percentage of what I owe 2. Loft did not keep the promise of waiving off the late fee
