Charged for a service that never happened

On October 2nd, 2018 I had a scheduled appointment with Dr. Adam Rhodes of Scripps Carmel Valley. My appointment was at 3:30 pm. I was driving from my company office in downtown San Diego . There was more traffic than usual that day so I arrived about 12 minutes late at 3:42 pm. When I checked in for my appointment I was told that Dr. Rhodes would not see me. I was told I could either wait until 6 pm or come back another time. The next available time was 1-2 weeks later. I live in Oceanside and work in Downtown so I did not want to wait as my drive in both directions would have taken at least 30 minutes. I told the receptionist my meeting would be brief and asked if he could squeeze me in for 10 minutes. They asked Adam Rhodes and he said no. I left without meeting with him. 2 months later, in December 2018 I found that Scripps and Adam Rhodes billed my insurance company $118 for the appointment that never happened and I received a bill for $55. I quickly called Scripps billing and explained the situation. They said they would start a claim or case. The woman in billing said she could not find any record of the appointment, no weight or height or vitals taken. 3 months later, in March 2019 I received the bill again. I once again called and disputed. I came home today, Aug 2, 2019 to find the bill and a letter from Scripps saying that they determined that services were provided. They were definitely not. I am disappointed that Adam Rhodes and Scripps is trying to bill insurance companies for services that were never given. I am even more disappointed that the Dr Adam Rhodes would not see me because I was 12 minutes late due to traffic. This is the way Scripps treats its patients.
