This is not so much a complaint as a notice of termination. You have precisely two weeks to rescind your new policy of charging customers for receiving cash back on debit purchases, or you will lose this and many other loyal customers for good. This is not an idle threat. I've spoken to many other customers on this issue, and most of us will be taking our business elsewhere. Do the right thing.
