Capital One Investing Ira Savings Account Review

I went to a bank and they submitted an IRA rollover on 3-1. On 3-27, I get an email from Capital One telling me they got my request and it will take 10 days to review. Then it may take up to 30 days to transfer my funds in addition to a $75 fee. Where is the Banking Commissioner? Stay away.
