Cannot get the payment to the correct outstanding bill

Signed up for 2019. Made the payment on credit card. find out they applied the payment for the new policy year to the December bill. Tried to pay the New policy bill. the payment was OK, but they applied it to the December bill again instead of the outstanding bill. Called but no one answers the phone. I wish we could just do all the paper work for them. The banking and insurance agency needs to investigate them.
