Cancelled order and not refunded when I went to store

Went to store for online pickup, they told me they couldnt fill order despite ordering in in advance for a few hours.. Stated they would give me refund. Waited an hour in store with about 40 people. Unfortunately it was about 10 degrees outside and had to wait in indoor line.
