Can’t contact by telephone, nor open a dispute online

I won a bid on an item and the seller did not put my correct address on the package (how could occur when my shipping address has been in eBay's system for over 2-decades?) and I received an email from the U.S.P.S. the package had been returned to the seller. I contacted the seller to inform him/her about the situation and 2 emails went unanswered. eBay's tracking system shows that the package was not delivered, but would not allow me to open a "Case" against the seller. And when I tried to reach eBay through their 1-800 customer support number, I learned it is no longer in service except for "fraudulent activity" complaints (whatever that means). Calling PayPal (based on experiences) to resolve such issues with sellers is an exercise in futility. So, I was left with only one option and that was to call my credit card company to dispute the charge, which eBay doesn't like customers doing.
