Brand new heater that does not work (Combi Boiler)

Combi boiler just moved in had high pitch squeal at high fire with a lazy ignition been on tech line a few times, the sent a new blower motor today and dose not fire I get a code 11 failure to fire, has strong gas smell out the exhaust RUCBH199DVLP
