Billing for product not delivered

The product I ordered was damaged in shipping First DHL said "Dammaged Item" Then UPS Said "Undeliverable" So I called them told them it was being returned by UPS it was "DAMAGED" and to not resend the item. Today I got a bill for the item I did not recieve. I spoke to a Cindy Operator #880 and asked to speak to a supervisor and was told no one was there. They billed me for a product that was not delivered but I got the Tracking Copies of both DHL & UPS. This shows the Item was returned to them. Please be careful doing any ordering from them.
