Billed the same even when I am on vacation.

I was gone on vacation for two weeks on my billing circle. My bill was slightly higher than my bill when I am home. I live alone and cannot understood that. I called customer service and they send someone to check my meter and no linkage. I called back to find out the end result of the issue, I was told my bill is only a dollar plus higher than my previous month. I keep on telling her that my issue is a dollar plus but billed the same amount as I was Home. She keep on saying that I know that your bill should be less but is only a dollar plus higher.
