Bill was paid but service was not restored!

I was out of town the first time they turned it off and when I got back in town I had no water...I paid the bill and called them right away and said I needed it back on ASAP because I have little children and I had to leave out of town again the next morning. They came out and turned it on...all was good. Then less than a month later my water was turned off again...they wanted over $100 AGAIN in less than a month...well I work until 530 and after picking up my kiddos I don’t get home until after 630 when they are freaking closed!! I paid the bill again which made it where I paid them almost $300 in less than a month for a house that hasn’t been using water cause I have been out of town non stop. I called them and no answer because they were closed so I called the emergency line because I have a little one and my air conditioning is a swamp cooler which runs on water! I told her I paid the bill and I needed my water turned on and that I know that they do work orders till 8pm at night. She said there was nothing she could do because it was a billing issue...I said no it’s not a billing issue because it’s paid. She proceeded to tell me tough luck and that I had to wait till the next day. So I had to take my kids and I and stay at a friends house because it’s the middle of the freaking summer!! Mind you I was not told that I had to call in AGAIN...I left my kids with my friends because I didn’t know when my water would be turned on...again I worked till 530 and got home at 630 (after hours) and still no d*** water!!! So I called the emergency line again and she tells me she is the only one there and she couldn’t help me again...I told her how the *** is this not an emergency that you are causing a family with a baby to not have air conditioning in the middle of summer in Tucson AZ!?!? She again said it’s not an emergency cause it was a billing issue. I said umm no it’s not a billing issue because the d*** bill was paid already and taken out of my account. She then told me I was supposed to call in today and tell them that I paid it and have them put in a work order. I told her no one freaking told me I had to do that and on top of that I called last night and she looked in my account and verified that she could see my info...so if I called last night and made it very clear that I paid my bill and that I needed my water on ASAP and that I have a swamp cooler and young children that will be home tomorrow all d*** day in this heat that doesn’t count as I called!?!?!? She stuck to her answer and said sorry I can’t help you there is no emergency service for turning on water unless it is like a water outage. How the *** is that even legal to not turn water on for a family that paid their bill and runs on a swamp cooler in the middle of the summer!?!? They had all d*** day to turn it on!!! This system is flawed and should be handled. I’m definitely not stopping at this review...I’m taking this further because I’m sure their are other people that have been in my position and there should be a 24/7 emergency line and workers that are available to get water back on for paying customers...especially when their are children involved!
