Been painting for over 30 years.

I have painted a pergola previously painted with a water based paint. After sanding, I applied a coat of oil based primer and then a coat of Super Spec HP, maintenance Coating , D.T.M Alkyd Low Luster White P23 01 and it chaulked and bled onto a dark decking> Thinking that I missed an area I repainted with the Low Luster white and it chaulked again. Any suggestions as to why this is chaulking?
