Be Very Careful!

I have recently purchased and imported a motor vehicle from the United Kingdom (2012 KIA Spotage Registration RK12WFN). In order to fulfill all import regulations it is a requirement from the Kenyan Government that the vehicle passed a quality and inspection test prior to shipping. I booked the test online on the 22nd of August 2019 in the UK through QISJ based in London, went on to do the inspection on the 25th of Novemeber 2019 just before the vehicle was shipped to Kenya. I paid a fee of GBP 200 and the vehicle was inspected in Manchester-UK and issued with a compliance sticker on the windscreen as per procedure pending issuance of an online QISJ certificate. The car was shipped out to Mombasa Kenya where it is currently sat in storage pending clearance. This is where all my problems have begun since QISJ UK through their assistant manager Mohammed Mudhir have completely refused to issue this certificate due to reasons known to them, they state that the car is not on their system yet this is not for me to ask why or my making yet their local authorized agent in Manchester did the valid inspection. I am facing a potential penalty in Mombasa if i do not produce this certificate of up to 20% of the vehicle value amounting to approximately $8,000 which is ridiculous and unfair since the inspection was done in the UK according to the law. QISJ confirmed receipt of payment of GBP 200 from me and equally confirmed seeing the inspection pictures of the car uploaded by their agent in their system. Due to the mistake they made in not uploading the final results on their online system they are facing a penalty from the Kenya Bureau of standards and would like to pass on the blame to me as a customer. I have called their office four times now overseas incurring huge phone costs and have written several emails to them through which the final email today stated that they will not address my issue and i should handle the matter with the Kebs authorities in Mombasa. I should not be doing this because i followed the law and anything outside this attracts a penalty which i am not party to. I really need help to resolve this matter as QISJ UK has obtained my money under false pretenses, inspected my car and refused to issue me with a certificate in spite my car having a compliance sticker issued by them on the windscreen with the date of inspection, chassis no, Mileage at the time of inspection to prove that I followed all procedures and i am being very unfairly treated. I really need urgent help as i am now in distress over this matter and facing the biggest fraud from this institution.
