Banner Health has not refunded my over payment.

November 2017 I went to the Banner Baywood ER in Mesa 2 times in a month, and was finally diagnosed with Diverticulitis. (Why they didn't diagnose it the first time, I don't know) The two visits, even with my insurance cost me over $12k. I set up monthly auto payments until it was paid. Once I started the payments, I never got another statement. After a while, I felt it should be close to being paid off, but since I never got another statement, I had no idea. So I called them in October 2018 and learned I had overpaid them by $450. I asked for a refund. They said it would take 6 to 8 weeks. I remember thinking that if I took that long to pay THEM, they would have me turned over to collections and reported to the credit bureaus. Two months go by, nothing. I call again, and they say my refund is still in REVIEW and will take 6 to 8 weeks. Ah.. standard answer. At that time I asked for an itemized statement to be sent. They say that will take 7 days. I asked if they could email it to me, they say no, it has to be sent by mail. It has been 3 months now and I have still not received refund or the statement or a letter or phone call or anything. I don't really know else I can do besides calling.
