Bag coming apart. Spoke to agent (Kayla). won’t replace bag that I hardly wore.

I've contacted Kayla a few times to no avail. I simply would like a new hipzbag; the one I own (3 mos. at most) is all frayed and I can't trust it anymore to keep my money secure. Kayla will not replace it as I mentioned, a reason that I guess I don't understand. This is my first hip shift bag; I like it but it's now unusable unfortunately.
