BAD customer service policy

Another unhappy customer. Purchased Dune sandals last summer and the strap has frayed. Store would do nothing and I had to call customer service. They require me to ship (at my expense) the shoe for them to determine if defective or wear and tear. But the shoe is no longer available so at best I will get a store credit. If not deemed defective (it is) then I am without my shoes for several weeks and out the shipping cost. So why can't the store associates be empowered to determine? Is there something magical about the Returns Dept.? HORRIBLE customer service policy. Not likely to ever buy a Walking Company shoe again.
