Attempts to return shoes for cash or credit refund

I have spent most of today attempting to return 2 pair of shoes for credit card or cash refund. I have driven about 40 miles in the process. Gas isnt cheap. When i purchased these shoes i was told that payless refunds on returns no matter how long ago they were purchssed as long as i had the receipts. One pair of tennis shoes was purchased in 2015 and a pair of heels were purchased in 2016. I have never worn either pair. When i went to return to the store of purchase it is closed. Therefore i went to a different store...they refused to do a refund and said policies have changed. I have spent hours on your customer service lines but kept getting disconnected before it was completed. Finally i gave my phone number in case i as disconnected again. I explained my issues and the person attempted to contact the store to resolve but the line was busy. She gave me a reference number and told me to go back to the store and call in with reference number....however i again called after driving back across the city and when i gave the reference number INC6768241 the person couldnt find it. Thus....that drive was for nothing and i now have a massive headache. I came home and called back in and after more long hold the person said it has been too long and the policies have changed and he couldnt do anything I am now so frustrated and upset that i will most likely never shop at payless again.
