Always told something different 3 months later, instead of the 1st time discussed

I am awaiting to have my kitchen upgraded, but after 2-3 months of requesting my left over funds, I am told I have to pay up front 1st, then get reimbursed...why wasn't this told to me 2 months ago at my first request??? It seems that NACA has quite a ton of employees that may be trained on the job, who are not fully capable of understand their job description, or know the right information of the situation, or who play their role by ear, etc. I would imagine this organization be on top of its game, but not the case.
