Airlines canceled my ticket due to change in flight time

Philippine Airlines gave 100percent refunds, since June last year.... city bookers always have alibis of system upgrade etc.... until now they have not return my money... been contacting them thru emails, landline calls and FB messages... they reufuse to provide their office location...
