Aggressive collection call over a bill not yet received

Got an overly aggressive collection call over a $64 bill I have not yet received. He wanted to process payment immediately over the phone. I told him I pay my bills when I get them. This was not acceptable. He wanted immediate payment for a bill I have not yet received. I have made numerous attempts to get through to Apria's complaint line. No response. Just a recording that says they are busy. I'm sure they are busy.
