ACT Fibrenet not installing new connection wven after placing repeated requests

I've been trying to get ACT Fibrenet at my place for the last 10 days but I got message from ACT saying that they are not available me in my area even though 90 per cent of the users in my apartment are using ACT Fibrenet. To know the real reason behind not installing a new connection in our apartment we spoke to one if the ACT Fibrenet installation guys directly and he told us that the building association wants them to put the external wiring a little neatly instead just putting it anywhere which will take them some additional time to install the new connection as compared to the original time. Hence, they are not interested in installing the new connection and have reported back to the call centre that there is connection/ ports available in our area. If ACT is not interested in increasing their user Base what are they in the business for? Unbelievable apathy and behaviour on part of all ACT executives and there is no action from the company's end.
