Accident of ship sponsored tour

My husband was injured in a bus accident on one of the ship sponsored tours. When I went to file an accident report I was told the ship has no responsibility for the tours that they sell. They offered to call the tour company which at the beginning denied the accident happened. When pictures were provided the tour company offered to give back half of the tour price which was not enough to cover one doctors visit. The ship basically did nothing to help. Tried to call the tour company directly but did not get anywhere. How can they advertise and sell the tickets from the tour companies and then say they have nothing to do with them. I think most travelers believe that if the tours are sold through the ship that the ship will stand behind them. Basically since they don't you are probably better off to buy your tours off the ship and save money
