2 crossing blocked over 30 min

The city of keyser wv has no exit for 900 people that live across the railroad tracts in keyser, this is the 6th time the train has block both crossings for longer than 30 minutes . Federal law says no longer than 20 minutes/ please be advised a formal complaint with tsa will be filed. They are making up trains in the yard and blocking both crossings and this has to stop
