Bank manager in Larkspur refused to cash US Bond issued by the same bank. She said I had to have an account again. I tried to open an account and she refused.

The event happened on May 7, 2018 and when I tried to cash a US Bond given to me by the Westamerica Larkspur branch. They refused. I then called customer service and they stood by the policy.
