Food quality

on 10-10-20 i was shopping at Walt in tinley park–i did purchase a package of ground round for dinner–opened the package at 2pm and the outside of the beef was bright red but the inside was totally brown–i threw it out–how can you sell beef like that–tells me it was not fresh–beef goes bad from the outside...
