Alleged bait and switch marketing and very high APR

The Upstart Personal Loans mailing said rates are on average 23% lower than typical credit card rates, totally false and deceptive.They quoted me 29% even with my fico score near 800, having no past due accounts in past 5 years and a debt ratio far below average at just 3% of available credit.
