Poor workmanship on home

We purchased a 5 year old SE home in 2020. For starters….windows on the outside of house were never caulked….they all whistle. Front door windows were never caulked. All the windows whistle. Roof Windows floors.

After bad weather eater started running down walls and around windows. Contacted insurance company they stated bad construction of roof. Contacted insurance commisioner they stated contacted CH. THEY stated contact builder. Contact builder still nothing. Almost a yr has past. Don’t know ehat else to do.
