Last year I was in the rain and met at 113 Unity Street parking lot. I don't remember any signs warning about the use of the parking lot, but we showed that we had not done something, because a penalty receipt for 35USD had been issued. At that moment, no one had seen their receipt (or who flew away or flew unnoticed on the way). Now (a year has passed) looking for julianus firm and demanding a fine and another interest. It is said that there were letters sent by us (to the address where we do not live, written in the technical passport), which we, of course, did not receive. We are going to put on the list of debtors. If there was a penalty, then you can not send a recorded letter to the 21st Century. No one has signed up to receive the document, and now silently puts the list of debtors. And I generally do not understand how a private company can impose penalties on me (it must be dealt with by the state authorities). Such companies would operate in a state governed by the rule of law.
