About debt collection

It just seems like service providers can do whatever comes to their mind without even warning anyone! A friend's mother gave up Optus's Internet in October last year, but as it turns out now - she has forgotten, really forgot, to pay the bill, which was issued in November (around AUD 20). So here - one fine day a call from Pty. "Paus Konsults" - you owe us AUD 54. Mom's shock - for what reason? And then it turns out that the bill was forgotten. Isn't Optus's office obliged to notify the client in a WRITTEN letter before the Optus office decides to hand over the case to the debt collectors? Everyone is just people - remind me that I have not been paid one bill! Today I call Optus, they have sent information in an ordinary letter. How can I send such an important letter in a regular letter? I don't understand... Prove that you sent him! What to do now? Optus can no longer send an invoice because it has already been archived. I read that you don't have to pay the service provider the amount of the debt and you don't seem to know about the debt collection company, just send them information that the debt has been paid.
