Paid $4500 for a piece of machinery that can’t be used

I bought a pipe bending machine May 1st of 2o17 from Equip tool of Chatsworth, California for $4500 that was supposed to be refurbished. my sister paid $4500 for what was supposed to be a refurbished pipe bender.
