New SUV purchase ,dealer did not disclose damage and repair upon sale

Chrysler Canada Customer Services initially upon contacting them thinking the bumper paint repair or a unpainted bumper (clear coat absent) was a factory quality issue , was later determined by Customer Service that it was not a factory issue.
